exacting, and further, it is safe to assume that if not supported by inspection during manufacture itwill not be fully complied with. In such circumstances the steelwork

should no doubt be obtained more rapidly and at a lower

price than under our usual conditions. If it is good

enough for its purpose, and the General Manager is doubtless

satisfied as to this, it would seem that our practice

results in the supply of a better article than the Colonial

Goverment wants. If that is so, the Colonial Government

have only to tell us and supply the specification they require, and we can dispense with inspection on this side and arrange with the contractors to ship subject to such inspection and tests as can be made on arrival in the Colony. If material of foreign manufacture is acceptable,

and the Secretary of State does not object, this could be

sent on the same conditions should a further saving be

found to result from this course.
